Uğur Gürşad Yalçıner General Overview

He graduated from METU Mechanical Engineering Department in 1979 with a bachelor’s degree and in 1983 with a master’s degree. He gave Computer Programming lectures at METU between 1981-1992.
He has served as a consultant in World Intellectual Property Organization (WIPO) on behalf of Turkey, Egypt and Ghana on the preparation of patent and trademark database management software.
In 1992, he was appointed as the Head of the Industrial Property Department of the Ministry of Industry and Trade.
He served an active duty in preparation and implementation of the industrial property legislation in Turkey in accordance with international standards.
In 1994, he was appointed as the President and Chairman of the Board of the Turkish Patent Institute, which he was the founder of and today is called as Turkish Patent and Trademark Institution.
Between the years of 1994 -1999, he carried out various duties in different boards of WIPO as well as this duty.
Between the years of 1992-1999 he served as an authorized officer on industrial property fields in the Customs Union Negotiations between the European Union and Turkey, the World Intellectual Property Organization Management Meetings, Turkey- US Business Council Meetings, World Trade Organization TRIPS Council Meetings, Turkey-US Economic Partnership Commission Meetings.
At different times he made study visits in Austria, France, Spain, England, Germany, USA, Canada, Benelux, Russia, Bulgaria, Macedonia Patent and Trademark Offices, European Patent Office and Eurasian Patent Office as well as at the French Geographical Indications Authority and Compumark Trademark Research Company.
Uğur G. YALÇINER is working as a managing partner in YALÇINER PATENT ve DANIŞMANLIK LTD. ŞTİ since 2000. He has been an expert in Commercial Courts and Civil and Criminal Courts for Intellectual and Industrial Property Rights in Ankara for many years and has prepared an Expert Report in more than 1000 Court files so far.
He has given lectures on industrial property legislation and protection at different times in METU, Ege, Ankara and Başkent Universities, and still lectures on the same subjects as a part-time lecturer at METU’s Ankara and Northern Cyprus Campuses.
Mr. YALÇINER has also been the President of the Association of Patent and Trademark Attorneys since 2008 and has been working as Domain Names Dispute Resolution Arbitrator in WIPO Arbitration and Mediation Center since 2009.
Mr. YALÇINER has publications consisting of 5 books and more than 300 articles on industrial property rights.
He is a member of AIPPI, FICPI and INTA.
